The homeless system is complex with many entry and exit points that are not captured on this figure.
Not all exit destinations have been placed in this figure, such as institutional housing and transitional
housing. This figure is not intended to capture the nuances of the homeless system, but to graphically
illustrate client flow and the need to measure and understand how individuals move through the system.
We acknowledge that some of the 77% that exit may be considered successful. Additionally, not all
those who enter housing (23%) enter through emergency shelters. This figure is intended to be
interactive; many objects are responsive and provide additional insight on Utah’s homeless system.
