High-Risk

In 2023, we identified a list of 12 high-risk areas in Utah that: 1) threaten public funds or programs, 2) are vulnerable to inefficiency, waste, fraud, abuse or mismanagement, or 3) require transformation. The 2025 report provides an update on the progress made in the areas we identified in 2023.

We provide updates to 10 high-risk areas, as well as summarize the major risks in our four Watch List areas.

We rated the high-risk areas according to four dimensions: Action Plan, Monitoring, Capacity and overall Progress. We have given each of those areas a rating of Not Met, In Process, or Met.
